The Ministry of Roads and Highways remains a strategic sector of the Ghanaian economy. Road transportationconstitutes about 97% of the passenger and freight traffic in Ghana. It is the fulcrumaround which the economy evolves. It enhances the performance of other sectors such as agriculture, education, health, industry etc. It is for this reason that investment in the road infrastructure and services is rather critical.
The Departments and Agencies that operate under the direct ambit of the Ministry of Roads and Highways are:
a. Road Infrastructure
1. Ghana Highway Authority (GHA)
2. Department of Urban Roads (DUR)
3. Department of Feeder Roads (DFR)
b. Training and Road Financing
5. Ghana Road Fund Secretariat (GRFS)
6. Koforidua Training Centre (KTC)
Programmes
The following programmes and projects are being implemented under the Ministry of Roads and Highways:
Transport Sector Development Programme (TSDP):
It is a strategic programme which has been prepared for the period 2008-2012. It covers all modes of transport and it is based on the National Transport Policy.
Under TSDP the following projects has been formulated and approved for implementation within the period 2010-2013.
1)Transport Sector Project (TSP) :
A-US$225 million project to be implemented by two transport ministries funded by International Development Association (IDA) and the Government of Ghana.
2)Transport Sector Planning and Integration Programme(TSPIP)
A European Union (EU) funded programme to enhance transport integration by reducing the discord in policy formulation and implementation in the transport sector in Ghana. The components of the programme are:
a. Integrated Transport Plan (ITP)
b. Strategic and Environmental Assessment of ITP
c. Capacity Development in Policy and Planning in the Transport Sector
d. Public Finance Management in the Transport Sector
4) Abidjan LagosTrade and TransportFacilitation Project (ALTTFP):
The project focuses on the Coastal Trans West Africa Highway and it is intended to develop and facilitate trade along the coastal corridor from Abidjan through Accra, Lome and Cotonou to Lagos.
5) ECOWAS Regional Transport & Transit Facilitation Programme (RTTFP):
.The European Union assisting ECOWAS
and UEMOA, under the 9th European Development Fund (EDF) to implement two transit facilitation programmes towards the free movement of goods and services in the sub-region.
6) West African Transport and Transit Facilitation Project (WATTFP)
The major component of this projectconsist of the rehabilitation of the Buipe-Tamale section (about 103km) of the Central Corridor .
